updates efs configuration which now uses csi driver

1. Removed shared pv and pvc
2. instead of using nfs for persistence volume, csi driver is now used for grader-setup-service
3. Requires updates to Illumidesk live such as adding back cluster services and adding csi driver manifest for infrastructure to be completely bootstrapped
