Please create easy install files to make everyone's lives easier

@dbrami I didn't create a setup.py script. But if you're able to use docker, this PR might serve your needs (of an easier install): https://github.com/Illumina/GTCtoVCF/pull/40

Semi-related #67 it may be good to at least have a requirements.txt
