This pull request will introduce placeholder for SNP calling workflow.

@sclamons, I think this PR is ready to be merged. The next steps we discussed earlier today are significant enough for a separate PR.

@sclamons Great question! The "core" could contain data structures used by multiple components (in their public interface). Once we have a better idea of what those data structures are, we can give it a better name.
