Add support for Python 3.10 for Linux, Windows and Mac OSX #281

This does not bring us up to parity, but it does get all the Python builds working.

The failed builds are due to Appveyor, which I do not have permission to remove from this project.

The next PRs will focus on:

Remove Appveyor from project (@jsvieceli this may require your level of access)
Test deployment
the .Net Standard Builds -> upload to Github Releases
the C++ applications -> upload to Github Releases
Add support for Python 3.11.x -> requires refactor
Add documentation generation
