Pin search bar to the top of the page #192

It would be convenient to have the search bar pinned to the top of the window so you can search even after you've been scrolling for a bit.

An alternative would be a "Return to Top" button, but this seems more clunky.

Will implement a sticky header in the new web app that includes the search bar.
