Set `MSVC_VERSION` #1403

Just as we did in https://github.com/GafferHQ/gaffer/pull/5597, this sets the MSVC_VERSION to use MSVC 2019 (aka 14.2), which makes it possible to build on a system with a newer version of MSVC installed.
