Adds .zenodo.json to preserve metadata on release sync with Zenodo for DOI.
Created with cffconvert applied to our CITATION.cff (without the references--not supported), then added references and other metadata back in (following Zenodo dev guide) as suggested by their help team.
I believe the version will need to be updated along with the CITATION.cff for each release.
