• instances available on-demand (24/7 availability not needed)
• early loads in the 10s of users
• upper bound of ~200 simultaneous course-based users later on
• storage probably not a concern for MDS education purposes
• storage would need consideration for research purposes

@thompsonmj I suggest you edit the initial issue description (which is empty right now) to include the requirements for hosting, so we can discuss these and know what we're looking for. For example, I'd argue there's at least currently no good use-case justifying the application to be up 24/7, and a solution that allows spinning up an instance on-demand may serve us quite well at this point.
