Add whitelist check #27

Adds whitelist check on requirements file to ingestion program. Also adds the preliminary whitelist proposed here; this will be updated to match the final decision with A3D3 and iHarp.

May I ask what the most convenient way for us to continuously add packages to whitelist.txt shared among organizations? For example, if I want to add a package right now, what should I do? Thank you!

@work4cs, please see the A3D3 PR for the whitelist. If you have a specific suggestion, feel free to add it there (you can also add it here now).
