Command Options:

• election name: multiple runnings can be happening simultaneously, so allow the user to specify if they're voting for a moderator or a channel topic
• vote value

Vote types:

• moderator: on end, the user with the most votes becomes a moderator
• topic: on end, the string with the most votes becomes the channel topic (only valid in opt-in topic channels)

Will need commands for moderators to create and end votes. Also decoupling topic and moderator votes may be more intuitive (though balloon number of commands).

I like the concept of this, but it feels like it might be better suited to clubs than to topics in concept. I also remember something about those concepts maybe merging in the future, though.

Bit of a naming confusion here. The topic vote in this case is a text channel's topic (the pictured text describing the text channel), not a successful petition.
