Build docs with Meson and include them in the dist tarball #26

Add an html build target. Don't build it by default, since it needs to fetch Python dependencies from PyPI. Include the built docs in the dist tarball.

Also drop .github and .gitignore from the dist tarball, since they're only relevant in Git.
