I think if you jump from a very high tower, and then throw an ender pearl right after jumping, u'll hit the ground first BUT I also think that if u throw the ender pearl right before hitting the ground (something around 5 blocks away from the floor), the pearl will hit the ground first
Hm... For context I was thinking about this after recently seeing a dragon fight where pearls were used to return to the ground after being launched into the air. If the pearl was thrown while still near the apex of the player's trajectory through the air then it may not be an accurate comparison, however I seem to recall many pearls were thrown while falling pretty fast.
That said, it is possible that latency (ping) and/or TPS also play a part, maybe falling and pearl speed is affected differently by low TPS..? Maybe high latency causes your pearl to spawn behind you..?

Assuming pearls thrown within like 0.1s of you falling will hit the ground faster this is the only way it’ll work.

Enderpearls are a reliable method of avoiding fall damage in cases where the damage from the pearl would be less than that from the fall.
I'm not sure if this should just be a pearl mode (where a pearl is used whenever fall damage would be significantly greater tham pearl damage) or if this should be apart of a "smart" mode that tries to use the best method in a given scenario.
