Set up Azure Authentication Infrastructure

The RSD supports the Open ID Connect protocol for authentication. We haven't used this protocol in combination with the College's Azure Active Directory before but it is supported and the steps should be analogous:

• [x] Create an Azure AD application. I don't think we've ever actually created one of these before and we may face issues with permissions that need to be resolved.
• [ ] Configure redirect url of test server.
• [ ] Retrieve required info from the application and supply to the RSD via the server .env file: client id, well known uri, scopes.
• [ ] Investigate whether we need to enable ID tokens.

An Azure AD application has been created and access given to all members of the squad. It can be accessed via the Azure Portal.
