Setup workflow to publish to pypi #261

The plan would be to implement a workflow pretty much the same than the one of WSIMOD. Keep in mind that it is trigger with each release, so you will need to consider when you want to make a release, and have it ready by then. In any case, we can start putting the relevant bits together, so it is ready when you are ready.
