Fix running of the actions test workflow for Python 2.7 #100

Python 2.7 is no longer available via GitHub Actions' setup-python action (see issue 672 in the setup-python repo) . This fix installs it manually from the Ubuntu repos instead.

This PR has been replaced by #111 as part of a cleanup of the history for the pending 0.6.0 release.
