Add prior for effect of interventions use in Nature paper to epim #11

In the Nature paper, the prior on interventions is specified via a Gamma distribution. This is currently not possible to do via the standard prior choices.

Suggested enhancement: add this prior.

Added a gamma prior with shape, scale and shift parameters.
