Add new static content #48

Provide new web routes for any desired additional static content, and support the provision of that content as HTML. Wire in any new navigation.

This issue may be broken down into several issues for areas of content development if this is convenient.

List the criteria which must be met for the issue to be considered complete

@LalithaKambhammettu @npapantonis assigning this to you to decide what additional static content is required, and @amdomanska can help organise that to get into the codebase and into the navigation.

enable the CMS feature for the 23rd September meeting

Instance database will contain the static content, may need to add a process to backup and reload that content
