As part of creating deposits users must explicitly agree to a deposit agreement (content TBD). This feature comprises:

A UI feature on the dataset deposit view requiring the user to have agreed (e.g. checkbox). This should be validated to allow submission of the dataset.
A metadata schema field/db record recording that the user has agreed.
