project setup and initial discussion

Hello, Transferring this repo here for a more permanent and accessible location.

A few tasks:

• [x] transfer across TO DOs and initial discussion from emails
• [x] provide a README of some sort so that the history is somewhat clear (ie Poznan SVN to Antonio's GitHub, discussion with J Cohen, etc.)
• [ ] check state of python and other bindings
• [x] links to cgatcore, pipeline tests, etc.
• [ ] create cron type jobs as tests for our HPC
• [ ] consider how to make more robust for other HPCs
• [ ] Ask J. Cohen for his modified version (fixing TMP dir issues with ICL HPC)
• [ ] Identify others interested
• [ ] Check what else, get feedback, etc.
• [ ] ?
