This PR:

Adds a code of conduct to the repo.
Updates README to cover some parts of the ICCS ReadMe template and link to the remaining information.
Updates the project classifiers in pyproject.toml
Adds a PR template.

I'm deliberately keeping the README relatively small and linking out to other documents (contributor guide and code of conduct).

Closes #94
