There's a lot of duplication between CONTRIBUTING.md and the docs/source/development files, and they are out of sync.

I think CONTRIBUTING.md includes a short general statement about contributing and then provides links to the source files - they're in markdown so should display ok. The website then builds off the same sources. We could alternatively include MD content from CONTRIBUTING.md in docs files, but that seems less clear.
