Add README content for `pip-tools` #49

I borrowed this text from our pip-tools-template repo.

Closes #46.

They don't. But because we delete them after the template is instantiated (it's weird, but I think this is how you have to do things with cookiecutter) I wanted them to have a different extension so it was easier to filter them out.
