Outdated documentation for building databases #128

The documentation for safedata_build_local_gbif and safedata_build_local_ncbi both state that the user needs to provide an output directory, when they now actually need to provide an output file path. The docs should be updated to reflect this.

Closing as this seems to be a read the docs issue, (i.e. the documentation code is correct, just what is displayed as latest docs isn't)
