Release candidate 3.0.1 RC 7 #170

This release candidate version extends RC4:

Better handling of missing XML configuration
Includes project IDs in the dataset metadata
Includes project URLS (if applicable) in the default dataset description template
Makes the maximum embargo length configurable.

Just fixed the tests that were breaking (I had already fixed them in #174 which is unlikely to ever join develop). It's important that we remember to merge this branch back into develop as well as main when we are finished with it
