Mishandling of deleted taxa in GBIF local dataset #22

The input data in the simple-deleted.txt component of the GBIF database download has ACCEPTED taxon status. This needs to be updated to DELETED and then the code in taxa.py needs reviewing to make sure that the handling of deleted taxa is correct and consistent with remote validation.
