Revert back GPS power profile to earlier flights #417

ICSPACE26 struggled with working down to sunset, sending its last fix at 6 degrees solar elevation and last transmission at 4 degrees solar elevation. In flights earlier, it has worked down to 0.32 degrees solar elevation.

Causes of this performance could be either the GPS code or the addition of the boom.
