At low solar irradiance, mcu would brownout before transmitting #6

Ideally, we the tracker to tx all the way down to 2.2V solar voltage. However, when the gps is powered on, due to limited current from cells, it would brownout. On restart, it will AGAIN try to power up the gps, causing a brownout. Repeat infintiely.

Not a huge problem. Also, if it were to tx in the morning without a gps fix, there is no garantee that it will be transmitting on the frequency suitable to local regulations.
