Tracking issue: implementing Material 3 into the library

(this was previously an rfc for choosing what system to build in to the library)

Gnome seems like a saner option so I might make it the one

After some consideration, I decided to implement Material 3 because it is more widely used and easier to adapt. I'm still thinking I could add gnome's later if I feel like it
