No action buttons for block positions in admin control panel #1515

Describe the bug

The buttons to edit and delete block positions are missing

To Reproduce

Steps to reproduce the behavior:

  1. Go to admin control panel
  2. Click on Block Positions
  3. Buttons are missing

Maybe it's not a bug? The core positions do not have any actions, but new positions do. Checking in previous versions...

checked 1.3.11 and 1.4.2/1.4.4 - none of the have actions for the core positions. I'm going to close this. We do need to explain it, though
