Latest PHPMailer release supports PHP 8.3. The move from PHPMailer 5.2 to 6.x has breaking changes, so this needs to be tested to death :-)

The 2.0 branch is currently on PHPMailer 6.8.0 - not too far behind this release

Yes, I don't know where I saw the 5.2 version (probably in ImpressCMS 1.4.7beta). The effort to bring 2.0 up to the latest should be less then.
