we need to decide first if we really want this to work this way.

should we remove this functionality from 1.4? it doesn't work

let's remove it in 1.4, and handle this in 2.0 like in drupal : with a system module that can be activated and deactivated by the user. We need the backend, but it is very interesting to have this kind of information about upgrades and module versions
