Just a UX thing:

If no PDF is found, allow triggering downloading it:

Execute same functionality as at this button:

Moreover: After file is downloaded, directly trigger summarization.

The box in the first picture is meant as placeholder for a button. The user needs to press the button to teigger downloading. This is the first option of your question (if I got your question right).
