org.jabref.gui.importer.actions.ListenForCitationKeyChangeForAiAction should be somewhere else #163

org.jabref.gui.importer.actions.ListenForCitationKeyChangeForAiAction is no post opening action chaning anything in the library. Needs to be moved to somewhere else.

(IDK where, maybe this would lead to code duplication to org.jabref.gui.importer.actions.OpenDatabaseAction#openFiles and org.jabref.gui.LibraryTab#onDatabaseLoadingSucceed - but at least add a TODO)

This could be fixed by https://github.com/JabRef/jabref/pull/11666, but needs testing
