Add DevDocs for NotificationsComponent #168

Context: org.jabref.gui.ai.components.util.notifications.NotificationsComponent

We also have dialogservice.

DevDocs should be updated containing screenshots.

Maybe we could rename the components, so it won't be confusing? And leave the docs in the JavaDoc comment?

They could be used at the web fetchers. See https://docs.jabref.org/collect/import-using-online-bibliographic-database.

For now, we can keep as is. But leave this issue open as a reminder to think about UI usage at other places of JabRef.

But it requires a discussion of the whole UI of JabRef...
