Summary

This idea just came recently after seeing a new commit. alpha/stocks: Allow giving keys to offline characters

I believe giving offline characters some access/permission can be really beneficial for some jobs, especially the State.

Include offline license giving permission to the /add_license and /remove_license request for the State.

Reason

We regularly need to issue hunting, mining, weapon, aviation, boat, and driver license to citizen.

Preparing the NOC, documents, and coming it to our hand alone requires time. Most times we don't find the target user in city. Also, there are timezone differences in many subdivisions, so that makes it even complicated.

As you know, the license giving only works with the character is online. Therefore, we need to wait or ask the in-game admins for help.

Sometimes, the Admins have other jobs to do, which make the process lengthier.

But with a tweak it can be much effortless and convenient for both State and Admin side.

It will help with rapid action, and we can conveniently add/remove the license that will ease a lot of things in RP.

license_give, license_remove and license_check should now work no matter if the character is online or not
