Summary: Whenever i try to turn on the sirens, they don't work, it also happens with outside of game sound effects in general, like messages

Steps to Reproduce: Be with lights and sirens on, or just enter a police vehicle and spam honk your horn for a while (about 10-20 seconds should do it) i know it seems like an easy fix, just don't honk your horn, but it can also happen randomnly throughout the city, the horn is just one way of reproducing the issue.

Expected Results: the siren and other sound effects should keep on working Actual Results: you can't personally hear the sirens even though other people can, you can't hear message pings or twitter mentions, or anything that falls into the added sound effect category

Notes: when being a cop, many people won't stop because they can't hear your sirens at all. (i am so sorry for not typing anything in Player Info or Screenshots, but the server has 64/64 users on it right now and the queue has over 10 people in it, i'll try to come back to this and put more information once i'm able to, but the bug is very easy to replicate)

This issue has now been resolved.
