It depends how you define a download - everything you view/see/do on a webpage IS strictly a 'download' but not usually in the user "save as" sense.
One 'fix' could be this added to stop images being tracked as downloads; http://piwik.org/docs/javascript-tracking/#toc-changing-the-list-of-file-extensions-to-track-as-downloads
However, then there would be no knowledge of any images being clicked, so maybe not a 'fix' that would be beneficial. I am not sure of Piwiks intention here with 'downloads' and what the best thing would be for the user.... Im inclined to leave it as it is though. If you've got any thoughts let me know.
As far as I know this is the way its meant to work. Closing issue until I see otherwise.
When you go to a product description and then click on one of the pictures, to make it so it shows the larger version, Piwik is tracking it as an actual Download. I am not sure if this is suppose to be how it is, but it is for sure not a download.
Thanks.
Edit: I am on Piwik 1.12
