<img> tags in emails need dealing with #64

tags in HTML emails currently load images by default. I don't think I need to explain why this is a Bad Thing™

There is an option which in the settings which lists the following options:

Always ask (default)
Always display
Never display

If this is set to ask, put a small banner across the top (a bit like gmail does) allowing you to temporally for this email. We also might want to look at saying for this address always allow too which google does, say if for facebook I want to always see the images it shows me. (how do we expose sites it so sites you've previously said yes to you can say no?)
