Update treeMaker for v14 BDT #41

Changes for v14 mipTracking BDT:

Flatten the LDMX_Events tree in treeMaker.py
Add scripts for radius of containment (RoC) fit
Update physTools.py and ROOTmanager.py (RoC values for 4 GeV v14, ECal z positions, etc)
Fix photon projection at target or scintillator scoring planes

Commit these changes as a base for future 8 GeV scripts to come
