Documentation - Set Up a Dev Environment #31

As the title says. It's about time this project includes some documentation that describes how to set up a proper dev environment.

Can honestly be done via the main README of the project, if not within the /New/README.md. I think the latter is better suited for that purpose.

Not necessary to create a branch out of it.

Wrote up a quick and dirty structure on how to set up a dev environment in the README.md found in /New/README.md.

Current plan is to go ahead and test it out on a secondary machine and note any issues and steps.

Was able to verify that the updates done to /New/README.md suffices in setting up a dev environment.

This issue will be closed, but may be brought back again within the context of #37.
