1) Allow roster to be searchable. When checked if another department has IMS and they want to add training to those that may have attended from another department. They can find the department in a "drop down?" to select and then add the members that attended. This is enabling the view
2) This allows Dept 1 or School that did the training when they "complete" the training it creates a training records for the IMS agency for everything the school or dept filled out. The training is in an open status, the admin must "complete" it
3) If multiple stations and they want to use 1 roster for training they select this. This should be turned on by default.
