User ratings in file metadata? #5

Consider whether user ratings should be in file metatdata.

We could store the rating metadata in the document, the marketplace, or both. I think it makes sense for the spec to define a place to put the ratings, for offline use, but it’s open for discussion. In other words, regardless of whether the Inclusio marketplace uses this section of the document metadata, it should be in the spec because it serves the goal of interoperability; picture a scenario where a different tool that doesn’t use the marketplace (perhaps even a competing marketplace) includes this metadata, but the consumer still needs to compare apples to apples in selecting resources; this is the kind of interop we’re trying to imbue the community with.
