Python-side parser #16

  1. updated the python-side parser to reflect new message structure
  2. changes * to ~ special character to separate Len value

@timsp , you should know I changes one of the special characters: * to ~. The message structure is now Len~CRC32$Param|Value&Param|Value The reason is that the * was used in the status message
