Add International Olympic Committee country codes

Data basis: https://en.wikipedia.org/wiki/List_of_IOC_country_codes

Would be great to have this in the country_converter tool, which is fantastic by the way :)

Coverage Status

coverage: 97.03%. remained the same when pulling e97fc81c24883483bff5b46a4097a8eb00a9669c on Azrael3000:master into f9128817217afed436f7c108f7f63c733e557602 on IndEcol:master.
