EXIOBASE 3 parser

Implement EXIOBASE 3 parser (wrapper around load_all which also works with zip files) and rename the exiobase12 generic methods to make clear they are not used for exiobase3

• [x] parse_exio_ext: rename to parse_exio12_ext and update api reference
• [x] get_exiobase_version: this works on filename - rename to get_exiobase12_version
  • [x] generic_exiobase_parser to generic_exiobase12_parser, update docstring. Remove the version 3 stuff in the code
• [x] remove current parse_exiobase3. Highlight the commit for later recovery
• [x] update load and save to handle zipfile
• [x] new parse_exiobase3 with code from the load and load_all but taking into account zipfile
• [x] report all function rename in the changelog
