Since the Speedometer patches are to be changed (requiered for a potential MB release)
snowy speedometer gets replaced with patches from kartz/beta kart which get scaled in engine with V_DrawStretchyFixedPatch (if there are issues with including that patch, may just rescale one of the vanilla patches instead)
and an extra speedometer courtesy by achiiro gets added
This needs new extra files (some patches may change though the dimensions should stay the same)
