Adds dockerfiles, gitignore, ci, docs, tests

Adds starter code

• Gitignore includes node.js gitignore and Python gitignore + extra ignore. Do edit it if needed.
• CI tests for Python. Node.js I will try to add.
• Docs will be built using mkdocs, we would need some admin to build docs from gh-pages branch.
• Docker files is just a starter. We would need to edit it if we use it.
