Add Ajax filters to species list of dynamic_sample_occurrence pre-built form

When entering records in the species grid, there can be an initial, pre-populated list of species followed by a section to dynamically add more species from a second list.

The page designer can already choose for the lists to be filtered to a fixed list of items provided by the designer.

There is a new requirement (https://github.com/BiologicalRecordsCentre/SPRING/issues/7) to allow the initial list to be filtered to a variable list of items:

• Species previously recorded at the current location id,
• Species previously recorded at the current parent location id,
• Species previously recorded by the current indicia user id.

There should also be an option to allow the recorder to select the filter to apply.

Functionality of this kind is already provided by the ukbms_sectioned_transects_input_sample prebuilt form.
