Uncaught exception filtering samples by date

What steps will reproduce the problem?
1. In the Warhouse go to Entered Data>Samples
2. Enter Filter for 2009 in Date and click Filter. 

What is the expected output? What do you see instead?
Instead of a filtered list an Unable to Complete Request message is returned

What version of the product are you using? On what operating system?
0.2.4c on the Testwarehouse.

Please provide any additional information below.
Uncaught ErrorException: pg_query(): Query failed: ERROR:  operator does
not exist: date ~~* unknown
LINE 4: AND  "date_start" ILIKE '%2009%'
                          ^

This still occurs, though the error is hidden behind the Ajax "this report did 
not load correctly" message.

Set priority low as has not been reported since.
