Verification rules appropriate to bird recording #340

Ensure that the newly developed verification automatic checks system is 
appropriate to the bird recording needs of WWT. 

In particular, species arrival periods in the country may span the end of the 
year for winter species (the existing rule check did not cope with this)

Revision 3526 handles period within year checks that span the year end. There 
may be more testing required on this.
